Activity 1: Attitudes Toward Latino Minorities in the 1950's
Students will read
Document 8 and 9 from the Municipal Archives, Col. Riegelman's speech and Charles F. Preusse's address. They will discuss the following questions in class.
Who was Col. Riegelman?
How many Puerto Ricans lived in New York at that time (1955)? What kinds of jobs did they have?
Why did the city lack low-income housing? What problem did Puerto Ricans have in city schools? What legal problems did they have? How could this affect justice for Puerto Ricans?
Why does Riegelman say these problems are so difficult to correct? What do you think was Riegelman's attitude toward Puerto Ricans?
Who was Charles F. Preusse?
What topic was he addressing in this speech? Where was he speaking, and to whom?
What is "a political quota system?" How does he feel about it? What is his attitude toward discrimination in American institutions? What is reverse discrimination?
What does he see as the cause of juvenile delinquency among Puerto Ricans?
What was his solution to the problems facing Puerto Ricans? What did he say the City was willing to do to help them?
