Mayor’s Office records show that the percentage of Latino managers in mayoral agencies was low in 1980s, and Latino communities were not adequately represented in the New York City Administration at that time. Why is it important to have ethnic community representatives in the city government? How can we recommend the best? How can Latino communities become better represented in the government? Students will develop critical thinking skills and communicative skills while discussing those questions.

Students will develop analytical skills and find the pros and cons of a polity.
Students will form their arguments and communicate them in a debate.
Students will be able to read and write letters of recommendation.
Students will be able to write a brief biography.
Students will understand the significance of statistics, and learn to read and write reports on the basis of statistics.
Students will be able to do research on the internet.
